Because farm ditches run right through town, spring and summer irrigation raises groundwater in pockets of Milliken that stay dry the rest of the year. In older neighborhoods that shows up as damp basement walls, efflorescence at the base of block, and sump pumps that suddenly run all night. Add clay sewer laterals that are eighty-plus years old in places, and a heavy rain on saturated ground is enough to back a line up into a basement floor drain.
