No town in Weld County took the September 2013 flood the way Evans did. When the South Platte pushed past flood stage on the morning of September 13, it went straight for the low ground near Riverside Park, and by that weekend the fire chief was reporting more than 200 mobile homes and roughly 60 site-built houses totaled or severely damaged in east Evans. All 153 homes in Eastwood Village were destroyed. Bella Vista was gutted. The city was under a no-flush order because the 1st Avenue wastewater plant went down, and damaged trailers still sat in those parks more than a year later.
That is the backdrop we work against here. Evans is a working city of about 22,400 that has more than doubled since 2000, with a housing mix unlike its neighbors: a large share of manufactured homes and rentals alongside mid-century ranch houses and newer subdivisions such as Ashcroft Heights and Tuscany on the west side. Each of those housing types fails in its own way.
Manufactured homes trap water under the floor decking and inside belly wrap, where it will sit and grow mold for weeks unless the underside is opened and dried. The older ranch stock around the central and east neighborhoods runs cast-iron and clay drain lines that back up into basement floor drains. The newer west-side homes bring us burst supply lines and water heater failures into finished basements. Rentals bring a fourth problem, which is that nobody notices the leak until the tenant does.
Living Downstream on the South Platte
